Toray Industries has won an order to supply low-fouling reverse osmosis (RO) membrane elements for Changi NEWater Factory 3 (CNF3), a large-scale water reclamation plant under construction in Changi East, Singapore, with a treatment capacity of 50 million gallons a day.

The plant is being delivered by Sanli M&E Engineering Pte. Ltd. as the design, procurement and construction contractor and will be operated by PUB, Singapore’s national water agency, once completed in 2028. Toray Asia will supply the RO membrane elements and provide sales and technical support for the installation.

Extending a long NEWater relationship

The order builds on Toray’s long-running role supplying membranes to Singapore’s water reclamation and desalination projects, part of the city-state’s Four National Taps strategy to diversify its water supply away from imported sources. CNF3 will be the latest addition to the NEWater program, which reclaims used water to near-distilled purity for industrial use and, when blended into reservoirs, indirect potable supply.

Toray said the global RO membrane market continues to expand as population growth, industrial development and climate-driven water shortages push utilities toward tighter reuse and desalination, and that it plans to keep building out its membrane technology and production capacity to serve that demand. The company has also supplied membranes to Singapore’s SingSpring seawater desalination plant, whose operating concession with Keppel Infrastructure Trust was recently extended to 2028.
